From the field straight to Brussels: EXPRA has a seat on the Expert Group on Waste, and ENVI - PAK is involved
The European Green Deal and the associated legislation are bringing about a huge number of changes in the field of waste management. It is becoming increasingly challenging for companies to navigate the technical details of new rules, such as the Packaging and Packaging Waste Regulation (PPWR). This is precisely why it is crucial to have direct access to the legislative process and the opportunity to influence it right from the outset.
The international EXPRA (Extended Producer Responsibility Alliance), of which PRO ENVI - PAK is a founding and active member, has officially become a participant in an important European Commission platform.
What is the Expert Group on Waste and why is it important?
The Expert Group on Waste (officially designated E03343) is an official expert group established by the European Commission, specifically under the Directorate-General for the Environment (DG ENV).
Although it is an informal platform, it plays an irreplaceable role in shaping European environmental policies. Its main tasks are:
- To provide the Commission with expert advice and assistance in the preparation of new legislation.
- To assist with the practical implementation of existing rules.
- To play an active role in the preparation of implementing and delegated acts – that is, the key technical details that determine exactly how the laws will work in everyday life.
The core members of this group are primarily representatives of EU Member States, but selected external experts and key industry representatives also form an important part of it.
A strong voice for the real world: EXPRA’s participation
EXPRA experts are already actively involved in the work of this expert group. Meetings take place behind closed doors, but the Commission subsequently publishes the official agendas and minutes.
For PRO ENVI - PAK and our clients, this represents exceptional added value:
- Direct feedback to Brussels: Through EXPRA, we can raise unclear issues, put forward practical proposals based on our market experience, and convey our clients’ comments directly to the very place where the rules are made.
- Access to up-to-date information: We are amongst the first to know about upcoming changes and the interpretation of new legislative requirements, and we pass this on to our clients so that they can prepare for the changes as early as possible.
- Practical outcomes for you: The information we gather serves as a solid foundation for the creation of our expert reports, guides, practical FAQs (frequently asked questions) and other specialist materials.
Broad scope: From the PPWR to batteries
The topics addressed by the Expert Group on Waste cover all major waste streams in the EU:
- PPWR (Packaging and Packaging Waste Regulation): Currently the top priority. At meetings, experts are intensively addressing practical issues, such as recent ambiguities in the definitions of who exactly is considered a ‘producer’ or ‘manufacturer’. These definitions have a direct impact on who will bear financial responsibility and pay fees under Extended Producer Responsibility (EPR).
- Batteries: Finalising the details of the new regulation, including delegated acts on the proportion of recycled content.
- Cross-border waste shipments: Establishing clear rules and controls for the transport of waste between countries.
- Other areas: The Single-Use Plastics (SUP) Directive, issues relating to end-of-life vehicles (ELV) and waste electrical and electronic equipment (WEEE).
We champion our clients’ interests
The fact that ENVI - PAK was involved in the founding of the international EXPRA alliance in 2013 is proving its worth in the long term. Thanks to this connection, we not only bring international expertise to Slovakia, but, above all, give Slovak practice a real voice at European level.
We will keep you informed of all significant developments arising from this working group.
