Slovakia Supported the Czech Initiative on the PPWR: Emphasis on Clear and Practical Packaging Rules

When implementing the new European Packaging and Packaging Waste Regulation (PPWR), it is essential for both businesses and the waste management sector that the rules are clear, enforceable and realistic in terms of implementation timelines. The Czech Republic took the lead in openly addressing the practical challenges posed by the regulation by submitting an official informal document (a so-called non-paper) focusing on the interpretation and application of Annex V. Slovakia and 14 other EU Member States have officially joined this initiative.

What Does the Czech Non-Paper on the PPWR Address?

Annex V of the PPWR defines restrictions on certain formats of single-use packaging, ranging from packaging for fresh fruit and vegetables to selected types of packaging used in the HORECA sector. The Czech document responds to ambiguities arising from these restrictions for manufacturers, distributors and waste processors.

The main requests set out in the Czech non-paper include:

  • Clarification of exemptions: A request to the European Commission for a precise and timely interpretation of which types of packaging are exempt and under what conditions (e.g. transport and grouped packaging).
  • Taking logistical realities into account: Ensuring that the application of bans and restrictions takes account of technological capabilities, food safety and existing distribution chains.
  • Protecting competitiveness: Preventing divergent interpretations across Member States that could fragment the EU internal market and complicate cross-border trade.

A Unified Position from Slovakia and Cooperation Through the EXPRA Network

Through the Ministry of Environment of the Slovak Republic, Slovakia has supported this Czech initiative, reaffirming a shared priority for the Central European region: ensuring that legislation does not lead to interpretative confusion and unnecessary administrative burdens.

This issue is particularly important for PRO ENVI - PAK. As the only representative from Slovakia in the international alliance EXPRA (Extended Producer Responsibility Alliance), we work closely with leading European producer responsibility organisations, including the Czech PRO system EKO-KOM.

“Thanks to our membership in EXPRA and close cooperation with our Czech partner EKO-KOM, we have an in-depth understanding of the challenges manufacturers face in transitioning to the PPWR requirements. Slovakia’s support for the Czech non-paper is a key step towards ensuring that the European Commission provides clear guidance before the individual provisions enter into force,” said Hana Nováková, CEO of PRO ENVI - PAK.

PRO ENVI - PAK will continue to monitor the adoption of implementing acts and provide its clients with expert support to help them meet the new obligations smoothly.
